EIP-8363 has held draft classification since its creation on July 14. The Magicians thread opened August 4 and core developers declined to advance it two days later. The proposal itself calls for an 18-month transition that would raise BASE_REWARD_FACTOR from 64 to 128 and set TRANSITION_DURATION_EPOCHS at 123300. Saturation balance sits at 60250000 ETH on the official EIP page, roughly half of current supply. At that level the burn would reach 100 percent from day one of any fork. None of those mechanics have moved past draft language.
Staking levels and market reaction
Staking yield near 2.6 percent continues to support the 35 percent ratio reported August 18. New issuance would peak at 0.5 percent of supply per year near 20 percent staked, yet the market has not repriced that curve while the proposal remains idle. Spot prices held the morning gain without requiring any shift in validator participation.
