That is an answer-first regulator move on a market that has been ranging more than ripping.

Primary angle here is price action, not theater. As of CoinGecko on Saturday, Aug. 22, 2026 around 6:39pm ET, BTC sat near $77,005 and was down about 1.83 percent. ETH was near $2,415.98 and softer by roughly 4.46 percent. SOL was basically flat around $93.91. DOGE held near $0.092326 with a mild red day. XRP was the greener pocket near $1.47. Majors are chopping. Bags are getting tested. Nobody needs a fake green headline when the candles are just digesting.

Stablecoin rails matter inside that chop because payment stablecoins sit under spot liquidity, redemption comfort, and how fast new issuers can even show up. Gould’s November target is not a candle print. It is the plumbing schedule sitting under the next leg of applications in 2027.

Gould also said digital-asset chartering activity is up eightfold versus the Biden era, with applications expected in 2027 once the final rule is live.
